Issue
Creating a package using the package and deployment tool fails to open with the following error:
Could not load file or assembly 'System,.Net.http, Version = 4.2.0.0.....
Symptoms
The Remote P&D tool does not load.
Troubleshooting Steps
To resolve this install .net framework version 4.7.2 or version 4.8.
